Article 1: Name and Affiliation

Section 1: Name The name of this organization shall be the "MSOE College Republicans" (CR).

Section 2: Affiliation The MSOE College Republicans shall be the recognized campus affiliate of the Wisconsin Federation of the College Republicans and the College Republican National Committee, and shall be subject to and abide by the Constitutions, Bylaws, and Resolutions thereof.

Section 3: MSOE Guidelines In the event that there affiliated constitutions or bylaws have conflict the MSOE guidelines take precedence.

Article 2: Purpose

Section 1: To make known and promote the principles of the Republican Party among members of the MSOE campus and community.

Section 2: To aid in the election of Republican candidates at all levels of government.

Section 3: To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels.

Section 4: To develop political skills and leadership abilities among Republican students as preparation for future service by them to the Republican Party and community.

Article 3: Membership

Section 1: Qualifications Membership in the MSOE College Republicans will be open to any full-time time or part-time student of MSOE in good academic standing as defined by the MSOE office of Student Life.

Section 2: Membership List The secretary shall maintain a list of current members.

Section 3: Non - Discrimination Policy Consistent with all applicable federal, state, and local laws as well as MSOE policies, this organization and its subordinate bodies and officers shall not discriminate for or against anyone on the basis or race, gender, religion, culture, or sexual orientation.

Article 3: Officers

Section 1: Offices The officers which comprise the MSOE College Republicans shall be the Chairman, Senior Vice Chairman, Vice Chairman, Secretary, and Treasurer.

Section 2: Ranking The rank of authority of officers is delineated in the order in which they are listed in Article 3, Section 1.

Section 3: Date of Elections All officers shall be elected at a regular general meeting between March 1 and March 30 of each year, to be announced to all members not less than two weeks in advance, of the election.

Section 4: Nominations Nominations of candidates for office in the MSOE College Republicans shall be submitted to the secretary at least one week prior to the election.

Section 5: Qualifications An officer for the MSOE College Republicans should meet the standards for organizational officers defined by the MSOE office of Student Life.

Section 6: Voting Officers shall be elected by a majority vote of the members present. If a tie occurs the current chairman will cast an additional deciding vote.

Section 7: Election Certification After an election all votes must be counted in the presence and by all of the current Executive Board Members. Once the Executive Board members have come to a consensus regarding the outcome of the election the faculty advisor must also count the ballets and certify the results.

Section 8: Term length Officers shall take office immediately upon election and serve for a period of one year.

Section 9: Vacancies Vacancies occurring among the officers shall be filled by a vote of the Executive Board, at the first meeting following the occurrence of the vacancy, provided however that notice that election is to occur must be included in the notice of the Executive Board meeting. If there is a tie in the vote the chairman shall cast and additional deciding vote.

Section 10: Officer Descriptions

 •  The chairman shall preside over all general meetings, conduct all official organization business, and may co-sign checks. He or she shall also serve as the organizations representative to the Wisconsin College Republican Executive Committee (WCR E-Board) and shall be present at all meetings of the body. In cases when the chairman is unable to attend meetings of the WCR E-Board, he or she will provide a delegate from the organization to be in attendance. All other duties not mentioned will fall upon the chairman or a delegate provided by the chairman.

•  The senior vice chairman shall preside over meetings and conduct official business at the request or in the absence of the chairman. He or she shall be responsible for the recruitment and retention of members of the organization, and shall succeed as chairman should a vacancy occur.

•  The vice chairman shall be responsible for recruiting volunteers and coordinating the volunteers at events. He or she will also perform other official business at the request of the chairman. He or she shall also be the official representative for the MSOE College Republicans to the MSOE Student Government Association. If the vice chairman is unable to attend a scheduled MSOE Student Government Association meeting he or she should provide a delegate.

•  The secretary shall be responsible for keeping meeting minutes, keeping track of organizational records, and communication among members and the community.

•  The treasurer shall be responsible for keeping accurate financial records and issuing checks. He or she will work with the MSOE Student Government Association to secure and distribute funds.

Article 4: Faculty Advisor

 Section 1: Qualifications The faculty advisor for the MSOE College Republicans shall be a faculty member at the MSOE.

Section 2: Election The faculty advisor is nominated and elected by the members of the Executive Board each year as the new Executive Board takes office. In the case of a tie the chairman will cast an additional deciding vote.

Section 3: Responsibilities The faculty advisor will give advice to the MSOE College Republicans and the Executive Board on all organizational issues and legalities. The faculty advisor will also certify the votes after an election.

Article 5: Executive Board

 Section 1: Governing There shall be an Executive Board, which shall govern the MSOE College Republicans.

Section 2: Executive Board Members The Executive Board shall consist of the officers of the MSOE College Republicans and the faculty advisor.

Section 3: Executive Board Responsibilities The Executive Board shall introduce, approve and implement all actions and activities necessary and proper for the functioning of the College Republicans and not inconsistent with the Constitution of the Bylaws.

Section 4: Executive Board Voting In order for any actions or activities to be undertaken, by the MSOE College Republicans, approval must come from a majority vote of the Executive Board.

Section 5: Executive Board Meetings The chairman has the authority to call Executive Board Meetings. And Executive Board meeting is defined as a meeting for a majority of the Executive Board members.

Article 6: General Meetings

Section 1: Frequency of Meetings Regular general meetings will be held three times per quarter on a date and time chosen by a majority vote of the Executive Board.

Section 2: Special Meetings The chairman or a majority of the Executive Board members may call special general meetings and the need arises.

Section 3: Meeting Notification Members should be notified of general meetings at a minimum of forty-eight hours before the meeting is to occur.

Article 7: Dues Dues will be assigned by the Executive Board as the need arises.

Article 8: Impeachment

Section 1: Conditions of Impeachment

 Any officer who, during his term in office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of his prescribed constitutional duties, or willfully impeded the MSOE College Republican program, may be impeached and removed from office.

Section 2: Qualifications of Impeachment Charges Specific charges against the impeached officer must be approved by an absolute majority of the officers of the MSOE College Republicans, excluding the officer being impeached, at a meeting of the Executive Board.

Section 3: Defense From the approval of the charges until the next regular or special general meeting, the impeached officer shall remain in his office and be allowed to prepare his or her defense to the charges.

Section 4: Removal Process At the next regular or special general meeting of the MSOE College Republicans after the Executive Board meeting where the charges were approved, an officer of other person selected by the officers shall present the charges and the impeached officer shall present his or her defense. Following the presentation, the impeached officer may be removed from his or her office by a two - thirds vote of the members present at the meeting.

Article 9: Amendments

Section 1: Submission Amendments to the constitution should be submitted to the secretary.

Section 2: Executive Board Approval Amendments should be approved by a majority of the Executive Board before being voted upon in a regular or special general meeting.

Section 3: Official Approval An amendment to the constitution must be voted upon in a regular or special general meeting obtaining a two-thirds vote or quorum of (50% + 1) of the members in attendance at the meeting.

Section 4: Unacceptable Amendments Amendments are deemed unacceptable if they violate MSOE policy or the policy of any other affiliated organization. When an amendment is deemed unacceptable by MSOE, the Executive Board, or an affiliated organization it can not longer be voted upon.
